Extremely poor sound insulation
Argh, it's 4:30 in the morning and my neighbor has been outside on his cellphone talking all night long. I've woken up every couple of hours and I can hear him through the wall / window. I'm tempted to sleep in the other bedroom on the other side of the house to get away from the sound.

It can't be normal to hear every little sound outside, can it? Pigeons cooing and the neighbor on his cellphone all night. Are my windows and/or walls just extremely bad at insulating sound, or ...? Do I need to look into getting new windows? Is this something the landlord would have to take care of or is it something that's likely to come out of my pocket?

I doubt the landlord is going to take care of it, as the house is technically "alright".

Also, the walls are probably thin (many apartment buildings tend to be), but without looking at them I couldn't tell you.

Earplugs? Or else try drowning it out with something like a computer fan or one of those buddhist water trickle fountains.

It's a real house, although they use the cul-de-sac layout design so four houses are scrunched really close (plus more from the neighboring cul-de-sac). From my bedroom window I can look down into the neighbor's (and my) "backyard".

I keep my laptop next to my bed playing music on low. I have it automatically turn off around 11:30 when I'm already asleep. I woke up around 2:30 hearing the neighbor and turned it back on, but it didn't do much good. I managed to fall asleep anyway. I woke up again around 4:30 hearing the neighbor again, same problem. I had to turn it almost all the way up to drown out his voice. By that point I had trouble falling back asleep.

I suspect the windows are just really cheap.
