Hash tags can be good for providing context under the constraints of the word limit or just to keep things short.
You could have just tweeted
Twitter searches words without tags just fine. #hashtagsDIAF
for example, though it was unnecessary in that case.
Its also handy if you are at an event and there is a standard tag you can keep an eye on the tag to see whats going on.

Some people use it to leech on popular trends and maybe snag a few followers. Cant say i've seen that many people actually trying to use them as proper tags to help twitter searches though.

I'll give you the event usage. That actually makes sense and is something I've had to use very recently for a website event I worked on.

The main reason I brought it up is that I've seen numerous people who would have written that statement with a # or @ on "Borderlands2". I couldn't decide which to do and didn't want to kill the space in the word, so ... *shrug*

I think it was only a couple of tweets before these I had used a hashtag to add that extra bit of context like your example show. Just a bit hypocritical of me. XD
